The Portal is where monsters spawn for your heroes to farm. You can set up to 3 monster types at once; each costs a small amount to summon and drops rewards (Gold, EXP bread, weapons, Arena Tickets). Soul-Stolen monsters are summoned from a separate Fortress of Souls tab at the top of the Portal's summon menu. To unlock it, build the Sanctuary of Souls and research Aura of the Lord of Souls at the Skill Lab; the tab then appears, and toggling it on swaps the roster below into the Portal. These corrupted mobs cost Gold to summon like any other, but instead of the usual loot they drop Crystal Powder, Crystal Shard and Crystal, the Soulbound material used for Transcendent weapons. They share the same crystals as the Soltar raid, so the Portal is a steady alternative to the raid.
